How to set the Speed Limit
There are two ways to set it. Choose Tools-Speed Limit or Preferences-Limits, will get the same result. You can set the max simultaneous jobs, number of retries, speed limit and disk cache size. And, please remember that, the speed limit means including the limits of all tasks.
